Re: H.R. 19 - Terrorist Elimination Act of 2001

Washington, DC - While the principal focus of X-PPAC is ending via open Congressional hearings the government embargo of the truth of an ongoing extraterrestrial presence, it also has great interest in certain closely related areas: 1) secrecy reform, 2) intelligence agency reform, 3) military/intelligence abuse of power, 4) reform of NASA, and 5) sequestration of advanced technologies.

In that broader context X-PPAC announces its opposition to a bill filed in the House of Representatives on January 3, 2001 - H.R. 19 titled "Terrorist Elimination Act of 2001" introduced by Representative Bob Barr and now in the House Committee on International Relations.

This bill has no other purpose than to repeal certain sections of three previous Executive orders prohibiting assassinations by any element of the United States government.

It is the role of Congress to foster policies which build trust with the American people, it is the role of the State Department to foster policies which build trust with the world's people, and it is the role of the military services and intelligence agencies to anticipate, thwart and prosecute the evils of terrorism - not to emulate them.

This bill will be an embarrassment to the nation if it is even voted out of committee to the House floor.

X-PPAC will be urging all House and Senate members to lobby the House Committee on International Relations to reject H.R. 19 without compromise and to reject any effort by the President to effect the same result via a new Executive Order.

The Politics of UFOs/Disclosure Town Hall Meeting

Washington, DC - X-PPAC, in conjunction with sixteen cosponsors, is set to hold a first-of-its-kind town hall meeting Friday, Oct. 13 at 7:00 pm in the Santa Clara Convention Center Theater at 5001 Great America Parkway. The following points should be noted:

  • This is a non-commercial, public service event with no admission charge.

  • There is no ticketing. The event is first come first seated - so come early.

  • Provisions for overflow attendance have been made.

  • No copyright will be taken. Those wishing to film or take photos may do so.

  • Seats will be set aside for the press. All presenters will be available for interviews between 5:45 and 6:30 pm and after the event is over in the Green Room.

  • Audio & updated webcam will be webcast live at: http://www.UFOCommunity.com

  • Video/audio archives of the event will be available free at numerous websites TBA.

  • Negotiations with candidates for national office are still underway.

The Politics of UFOs/Disclosure Town Hall will have similarities to the many town hall meetings conducted by ABC Nightline on a range of controversial issues over the past two decades.

An audience of 600 plus will address unscripted questions and comments to a broad panel of experienced members of the UFO/ET research/activist movement, political professionals, and Campaign 2000 candidates (should they agree to participate).

Washington, DC - As announced Tuesday evening on Coast to Coast AM with Mike Siegel, the Extraterrestrial Phenomena Political Action Committee (X-PPAC), with the support of numerous cosponsors, will hold a town hall meeting confronting the politics of UFOs/disclosure at the Santa Clara Convention Center at Great America on October 13, 2000. Additional sub-themes such as secrecy reform and intelligence agencies abuse will also be addressed.

This will be the first town hall meeting of its kind ever held during a presidential campaign, or perhaps at any time, in the United States. Between 600 and 1200 citizens will be able to address unscripted questions to a broad panel of experienced members of the UFO/ET research/activist movement, political professionals, and campaign 2000 presidential/senate candidates (should they agree to appear).

The Politics of UFOs/Disclosure Town Hall Meeting at Santa Clara will have some similarities to the many town hall meetings conducted by ABC Nightline on a range of issues over the past two decades. Additional information is available at the Town Hall Webpage [www.x-ppac.org/TownHall.html].

Formal invitations to appear were sent to seven presidential and three California Senate campaigns on September 13. Seven possible dates were provided for consideration, and negotiations were begun immediately. As of this press release, three presidential campaigns (Democrat, Republican and Constitution) and two California Senate campaigns (Republican and Green) have declined the invitation. Negotiation with five other campaigns continues.

In addition to candidates there will other presenters and surprise guests. Washington, DC - The Bay Area UFO Expo, slated to run August 26, 27 at the Doubletree Hotel in San Jose, CA, is shaping up to be one of the largest conventions of its type ever held in the United States. The event is sponsored and will be netcast live by UFOCommunity.com.

Stephen Bassett, the Executive Director of X-PPAC, founder of the Paradigm Research Group and author of thezz Paradigm Clock website, will give a special address to the convention on August 26 at 5:30 pm. Washington, DC – X-PPAC has formally launched a new initiative entitled Campaign 2000 – Get Out the Questions.  The goal is to have citizens asking direct questions of candidates and incumbents regarding the politics of UFOs/Dislcosure.  The first public announcement of this initiative occurred on Art Bell’s Coast to Coast Radio Talk Show, January 26.

Public awareness of UFO/ET phenomena and government suppression of the facts behind them has never been greater. During the 2000 campaign, candidates for national office and incumbents should prepare themselves to receive tough questions from constituents.   Carefully crafted questions will be appearing on various websites for the public to copy and take to the political forums. Currently they are available at these locations:

Examples: 

1)    Are you aware of the allegations by  Army intelligence officer, the late Col. Philip Corso, in his 1997 memoir, The Day After Roswell, confirming an extraterrestrial presence and government cover-up of this fact? 

    If no, given the significance of these allegations, should you not be aware? 

    If yes, why hasn’t the Joint Chiefs, Army, Congress or Executive Branch responded to both the book and Col. Corso’s public statements in 1997 and 1998? 

2)     Are you aware of public statements by former Apollo Astronaut, Dr. Edgar Mitchell, that active and retired government and military personnel of stature have confirmed to him the extraterrestrial nature of the 1947 Roswell, NM event, and a kind of “second government” is maintaining a cover-up of the facts regarding an extraterrestrial presence in our world? 

     If no, given that Edgar Mitchell is a distinguished American with an MIT PhD and a member of the exclusive group of NASA astronauts who walked on the moon, should you not be aware? 

    If yes, why hasn’t NASA, the Congress or the Executive Branch of our government thoroughly and properly responded to these allegations?

The Clinton administration briefings; Associate Attorney General Webster Hubbell's UFO inquiries; the memoir of the late Col. A story which the mainstream political press have astoundingly sidestepped.

Mr. Woolsey's letter confirms the 1993 meeting took place, but disputes the characterization of the meeting as published in the introduction to Greer's new book, Extraterrestrial Contact: The Evidence and Implications [www.DrGreer.com]. Greer response to Woolsey:

Tonight I was asked by the editor of a small UFO newsletter (CNI News) to comment on a recent letter signed by former CIA Director R. James Woolsey et al. regarding my meeting with him on December 13,1993. Apparently, this letter was sent to Michael Lindemann for publication in the September 30 edition of the CNI newsletter.

Mr. Woolsey and the others question the accuracy ( or manners) of my depiction of this meeting in the introduction of my new book Extraterrestrial Contact: The Evidence and Implications (www.DrGreer.com). You can read this introduction on the website for yourself.

Mr. Woolsey et al. have a very selective memory of this nearly 3 hour briefing of a sitting CIA Director. If anything, and my wife who was present can attest to this, my description of the meeting is incredibly understated.

In his letter, Mr. Woolsey (now apparently a lobbyist in Washington) implies that this was not a briefing but only a dinner party, and that the dinner party was not a cover story for the briefing, etc.

It must be understood that it was a friend of the CIA Director, Mr. Petersen - not myself - who characterized the dinner party as a cover story for the meeting with the CIA Director. Indeed, Mr. Petersen made the arrangements for this meeting and hosted it at his home in Arlington, VA . He told me and my wife that even his wife did not know Mr. Woolsey was coming to their home for dinner until the morning of the briefing.

They claim my characterization and specific references describing the meeting were inaccurate. Not at all.

Quoting from a sensitive memo FedEx'ed to my home from Mr. Petersen, who made all of the arrangements with the CIA Director:

"I talked to Woolsey this morning and he (underlined in the original) suggested getting together over dinner. He was not aware of your organization or that anyone was planning such an announcement {regarding UFOs/smg} . This almost certainly means that, 1) there is an active attempt being made at lower levels of government to sabotage Project Starlight {the CSETI UFO disclosure effort/smg}, 2) this group almost certainly has tapped your phones and is aware of most of the details of your plans..."

"If we do have dinner with Jim (Woolsey), we will have moved this whole thing to a much, much higher plane and in doing so raised significant red flags for those who don't want to see this succeed. Operation Starlight will become a serious (underlined) threat to the status quo."

"Meetings with people like Woolsey must be kept very closely guarded. I have not even told Diane {Mr. Petersen's wife/smg} about it."

"You must understand that great principalities and powers will oppose your plans..."

Then, all in bold: " Remember: the most powerful people in the world will have a deep, compelling interest in our activities and will use everything (in italics) at their disposal to effect their objectives."

And so forth.

Mr. Petersen, who heads up a national security think tank called The Arlington Institute, was working very closely with me during those days and had substantial experience in national security and military matters.

From the above quotes it is obvious that this was no mere dinner party! The dinner party was only the cover - and the stakes were and are every bit what Mr. Petersen describes.

As for other information contested in Mr. Woolsey's letter, I stand by the account. Regarding Mr. Woolsey's UFO sighting: This was first conveyed to me by his long-time friend Mr. Petersen and was later confirmed at the briefing.

In my new book, I reproduce the document handed to Mr. Woolsey during the briefing. In this document, which I handed personally to him, we recommend that Mr. Woolsey and the President move decisively towards a near-term disclosure of the UFO/ETI matter. Just a dinner party?

I am certain that Mr. Woolsey knew the UFOs were real and that a very deep cover project was running that area - a project which had kept the CIA Director himself in the dark.

Later in their letter, Mr. Woolsey et al. complain that my conduct "contravenes ....simple manners". Manners? I was on Larry King Live over 9 months after the meeting with the CIA Director . But this meeting was not disclosed, because Mr. Woolsey was still in office, and I felt decorum necessitated silence regarding such meetings. I have behaved with the utmost restraint and have disclosed such matters only after very careful consideration. Indeed, I would not be writing this letter except that Lindemann at CNI plans to publish Mr. Woolsey's 'sanitized ' account of the briefing and has compelled me to write. (Why Mr. Woolsey et al. would make such a letter available to Lindemann is beyond me.) I made no pact of silence regarding such meetings. And since disclosing this meeting, I have always portrayed Mr. Woolsey and his wife as people seeking the truth of such matters and as people who wanted excessive secrecy ended. Perhaps I was wrong...

Manners? Indeed - if anything, perhaps I have been too restrained.

Good 'manners' as it pertains to this subject means speaking the truth - and being willing to stand up for it. Good manners would be public servants such as Mr. Woolsey, Dr. Woolsey and others doing the right thing and working ardently for the truth to be told regarding UFOs and ETI. Good manners should mean being more concerned for the health of our democracy and the constitution than covering-up the import and purpose of such a briefing. And good manners would be joining in the effort to disclose a matter which, once made public, would allow earth-saving technologies to be revealed which would halt the wholesale destruction of our eco-system.

As a very busy emergency doctor in NC, with 4 young daughters, I assure you that we did not make that brief trip to Washington DC on December 13, 1993 to sightsee or just to have dinner. But rather, we made that journey to plead for the end of super - secret projects which are being withheld from the people so that our democracy could be made whole and our children's future made sustainable.

The current attempt to minimize, obfuscate or cover-up the purpose and details of this briefing with the CIA Director is quite disconcerting -and strange. Why Mr. Woolsey and the others would write such a letter is unknown to me. We can only speculate. I stand by my account. But now, perhaps the time has come for ''we the people' to demand that current and former officials such as CIA Director Woolsey and the President be held responsible for the lack of action on resolving this most pressing problem. After all, we pay their salaries, provide their perks - and they represent us. It is not I who needs defense. My actions over these long years have spoken my commitment. But we still await action from our elected and appointed officials. As the earth groans under the weight of the erosive and corrupting influences of big money and special interests, I wonder just how much longer we shall have to wait...

I think it is time that the American people demand that the waiting time be over.

The first political action committee in history to directly target the politics of UFO/ET phenomena will be announced by executive director Stephen Bassett Wednesday night on Art Bell’s Coast to Coast, the largest late night talk show in America. Funding of the PAC will center on its website at www.X-PPAC.org and national radio appearances by Bassett throughout the year.

The Extraterrestrial Phenomena Political Action Committee, X-PPAC, filed papers with the Federal Election Commission (FEC) as an independent PAC on February 13, 1999. It will be based in the Washington, DC metro area.

The primary mission of X-PPAC is to end the government embargo of facts confirming the presence of extraterrestrial life forms in our world and to form a partnership between the government and the American people to create policy dealing with this fact.

Secondary targets include reforming the massive secrecy infrastructure built up in the U.S. since 1947, and freeing up technology currently sequestered behind the National Security Act curtain which could impact the escalating destruction of the global environment.

X-PPAC will seek to assist a full range of pending political activities such as: the UFO State Ballot Initiative, national Open Congressional Hearing Petition, direct lobbying, newspaper and television ads, direct contributions to candidates, grass roots education, and more. X-PPAC will also be in a position to reach out to established environmental and secrecy reform groups to define common interests. Citizens would have a long needed vehicle to direct their concerns to government in unambiguous, unavoidable terms regarding the cover-up of UFO/ET evidence and policy.

As a champion of secrecy reform and open government, it is appropriate that X-PPAC will exceed minimum disclosure requirements. All financial transactions, including bulk deposits and itemized expenditures, will be posted to the X-PPAC website within 48 hours. This will allow contributors and the interested public to follow X-PPAC activities in real-time. This extraordinary openness coupled with the required FEC financial filings will ensure that operations will be above reproach.
